В 2019 г. успешно стартовала реализация совместного проекта ЦБ РФ и Ассоциации ФинТех по внедрению сервиса мгновенных переводов между счетами, открытыми в разных учреждениях. Система быстрых платежей (СБП) Банка России предусматривает круглосуточное выполнение транзакций 7 дней в неделю. Идентификация личности клиента осуществляется по номеру телефона. Планируется применять в качестве идентификатора аккаунты пользователей социальных сетей, e-mail, QR-код.
Цели внедрения СБП
Комплексное инфраструктурное решение направленно на обеспечение национальной безопасности, доступности финансовых услуг гражданам и организациям всех форм собственности. Применение передовых технологий в области финансов способствует повышению конкуренции, увеличению доли безналичных расчетов, привлечению инвестиций. Все операции выполняются без участия международных платежных систем.
В число основных целей внедрения системы быстрых платежей ЦБ РФ входят значительное повышение скорости переводов и снижение платы за услуги до несущественных размеров.
Запуск СБП обеспечивает преимущества:
- гражданам – легкое выполнение мгновенных переводов, безопасность онлайн платежей, проведение транзакций без комиссий, круглосуточный доступ к услугам сервиса;
- государству – ускорение роста ВВП, создание лучших условий для привлечения инвестиций в экономику, прозрачность денежных операций, сокращение затрат на поддержание наличного оборота;
- финансовым учреждениям – увеличение оборота, сокращение расходов на операции с наличными деньгами, расширение возможностей по созданию новых продуктов, повышение уровня безопасности транзакций;
- юридическим лицам и предпринимателям – снижение издержек на проведение безналичных платежей, инкассацию, повышение оборота, удобство расчетов.
Сервис действует без комиссий в течение 2019 года.
Состав участников проекта
Центробанк выполняет функции оператора СБП. Национальная система платежных карт – операционного клирингового центра. Первые участники системы быстрых платежей (12 известных организаций, входящих в АФТ) тестируют программу.
«В настоящее время идет пилотный проект в котором принимают участие: Тинькофф Банк, Газпромбанк, Росбанк, Промсвязьбанк, ВТБ, Альфа-Банк, «Ак Барс», Райффайзенбанк, СКБ-Банк, Киви Банк, Совкомбанк, РНКО «Платежный Центр», — прокомментировали в пресс-службе НСПК.
Многие кредитные учреждения планируют присоединение к реализации проекта. Готовность войти в структуру СБП подтвердили еще 98 банков.
Как пользоваться сервисом?
Успешно пользоваться сервисом вправе клиенты кредитных учреждений, ставших участниками программы. Необходимо установить приложение онлайн-банка и привязать свой номер телефона к счету дебетовой карты. Также требуется привязка к банковскому счету телефонного номера получателя. Для мгновенного совершения онлайн платежа достаточно сделать несколько кликов:
- зайти в приложение;
- выбрать опцию быстрых платежей;
- ввести телефон получателя;
- указать сумму;
- нажать на «Отправить»;
- подтвердить отправку полученным в СМС кодом.
На первоначальном этапе быстрые платежи ЦБ РФ доступны потребителям для перечисления денег другим физических лицам или между счетами одного пользователя. Отправителю необязательно запоминать номер карты получателя, достаточно знать его телефон.
Планы развития – последние новости о СБП
В дальнейшем услугами смогут пользоваться коммерческие компании и бюджетные организации. В августе планируется подключить к сервису организации розничной торговли. Для оплаты покупок будет применяться идентификация по QR-коду. Детали модели для розницы еще не утверждены, находятся в разработке. Последние новости о системе быстрых платежей касаются требований Регулятора по усилению защиты персональных данных, информации о финансовых операциях клиентов от несанкционированного доступа.
На рассмотрение Госдумы внесен Законопроект о регулировании обмена информацией между банками и операторами связи.
